Craig Buries Protected “Montclair Stream” – In spite of a public hearing that specifically determined the “Montclair stream” was protected by an Albemarle County ordinance, the landowner went ahead and buried it and evidently plans to put a large parking lot in its place.  See image below – the dotted blue line indicates where the stream used to be.

Roundabout Coming to Busy Crozet Intersection - VDOT is transforming the intersection at Routes 240, 250, and 680 into a safer, more efficient single-lane roundabout starting in a few weeks in early May, with substantial completion with cars in the final roundabout configuration by August 12th—just in time for the school year.

Route 240 will remain open throughout the project, with nighttime lane closures and flagging operations from 8 PM to 5 AM. Route 680 (Browns Gap Turnpike) will close for about two months with a signed detour via Route 240 and Route 802. A nearby bridge over Lickinghole Creek will also be replaced during this time. Final construction work will continue through spring 2026.

County Requests Proposals for Eastern Avenue - The County has published a draft RFP for the Eastern Avenue Connector which can be found here. Of note, the maximum dollar amount the County anticipates spending on the project is now $14M, down $3M from its previous estimates. The anticipated completion date is June 2028.

The document states the required features of the bridge, including bike lines (7 feet wide each) and sidewalks (6.5 feet wide each). There does not appear to be a requirement for a protected wildlife corridor or pedestrian trail under the bridge.

Our initial opinion is that, if executed, the County’s draft contract does a good job at shifting project risk to the private sector. There are few provisions for adjustments to the scope, cost, or schedule of the project after the contract is fully executed. If a contractors breach such an agreement, they will also forfeit a $10M security deposit.

The County anticipates that a definitive final agreement, including $10M recourse in the event of breach, will be executed late this year. Until then, Albemarle County expressly disclaims that “it is not bound by, liable for, or have any obligation to” build the Eastern Avenue Connector.
