Our Town

Beaver Hill Village Seeks Rezoning - You may have noticed some work happening at Beaver Hill Village and Mobile Home Park across from Wickham Pond and Highlands on Route 240. The family that has owned the property since 1965 wants the County to rezone it from “Rural” to “R-4” so they can double in size by adding 53 new mobile homes and an on-site leasing office.

The proposal was scheduled to be heard by the Planning Commission last night, but was ultimately deferred and postponed until December. [After Crozet United posted this article, the online version of the Planning Commissions agenda was changed to remove the Beaver Hill agenda item entirely. We have deleted this link and can no longer determine when this proposal will receive a public hearing.]

This won’t be any ordinary rezoning decision though; the Beaver Hill Village lies outside of the designated Crozet Growth Area boundary. Albemarle County Supervisors have made it abundantly clear that development (beyond what is permitted by-right or already grandfathered in) should not be permitted beyond that boundary.

Still, the Planning Commission and Board of Supervisors will weigh whether it it is worth breaking this precedent to create more affordable housing. If approved, it is unclear whether the County would require Beaver Hill Village to remain an affordable mobile home park for the foreseeable future, or whether it would permit the current (or future) owners to replace the current mobile units and residents with up to 100 more expensive (and lucrative) homes.

Rezoning the Beaver Hill Village from “Rural” to R-4 would allow it to double in size.

Crozet Faces Water Supply Challenges by 2045 - Crozet will likely need a new water source by 2045 due to our rapidly growing population and because Virginia’s Department of Environmental Quality (DEQ) is increasing the amount of water that the Beaver Creek reservoir must periodically release downstream. This news stands in stark contrast to a presentation at the Crozet Community Advisory Council (CCAC) meeting this May which stated that we had enough water to last us until 2075.

The Rivanna Water and Sewer Authority (RWSA) operates Crozet’s current water supply at Beaver Creek along with four other area reservoirs, pump stations, and water treatment facilities. They are also responsible for evaluating potential water supply alternatives for Crozet, but first need to receive important data from the DEQ and an updated Crozet population forecast to plug into their forecasting model before they can formally recommend a long-term water supply solution.

While committing to a realistic population forecast for Crozet is something the County has been historically reluctant to do, it is an exercise that can no longer be avoided…planning for our future water requirements depends upon having a high confidence population projection through 2045 and beyond. Without it, well, “garbage in, garbage out” as they say.

Fortunately, both White Hall Supervisor Ann Mallek and County Executive Jeff Richardson sit on RWSA’s Board of Directors and have the responsibility and authority to generate and commit to a long term population forecast for Crozet.

On a scale of zero to “don’t we need water to survive?” this news is nothing to panic about. There is enough time for the County and RWSA to gather good data, come up with a thoughtful solution, and share it with the Crozet community before this becomes a crisis.

RWSA, which is known for providing some of the cleanest drinking water in state, is to be commended for disclosing and tackling this issue head-on. It is already demonstrating its commitment to being transparent with Crozet United and the rest of our concerned community.

PRN Brewery Opens Second Location - Locally owned Pro Re Nata has officially opened a new brewpub in Staunton called PRN+. Co-owner Joe Reed says they’ve put their own touch on the space and, while business is going well since opening on August 22, there’s still more to come—possibly even a patio. The Staunton location has a bit of a restaurant vibe, with new rules to navigate, but the team is excited about the expansion and the opportunities ahead.
