Western Albemarle Boys Basketball Schedule
Planning Commission to hear Oak Bluff rezoning proposal- Riverbend, the developer of the proposed Oak Bluff neighborhood (located at the end of Eastern Avenue and just past the playground in Liberty Hall) will make its case for rezoning the property to Albemarle County’s Planning Commission at its meeting on Tuesday, Dec. 17, at 6 PM.
The County’s staff report has not yet been made available to the public.
*EDITORIAL*
Here’s what Crozet citizens need to know:
The majority of the Oak Bluff neighborhood cannot be accessed unless the County allows the developers to misuse an unbuilt and otherwise irrelevant portion of the final stretch of the long promised Eastern Avenue Connector between Route 240 and 250.
Behind closed doors, County staff is meeting with potential developers to evaluate whether a bridge over Lickinghole Creek, the crucial part of the Eastern Avenue Connector, can be procured through a public private partnership (P3).
Such a deal would theoretically cap the project’s total cost at $17M and shift all of its risks, including steep regulatory hurdles and hard project deadlines, to a private sector developer.
Oak Bluff should not be approved without an iron-clad contract and hard delivery date with a bona fide contractor to build the Eastern Avenue Connector. If the County rezones the Oak Bluff property without these most basic guarantees, it is reasonable for Crozet citizens to assume that the Connector, promised to our community for decades, will never be built.
The Planning Commission, Board of Supervisors, County staff and Crozet citizens should carefully review the Brookings Institution’s summary of Virginia’s history with similar P3s. In response to several prominent P3 failures (including one that wasted $300M before it became clear that the developer wouldn’t be able to secure the environmental permits it required), Virginia created a center of excellence, in part to give expert guidance and oversight to local P3 efforts such as the Eastern Avenue Connector.
Despite the fact that Albemarle County has no prior experience with a public private partnership like the one it is now considering, it has opted to “locally administer” it with virtually no oversight and only perfunctory engagement with the state’s P3 center of excellence.
Oak Bluff needs to tap into the last unbuilt stretch of the Eastern Avenue Connector (on left)
